LINDUNG 24 Jam (SKBBK) in Malaysia: A Complete Guide for Employers & Employees (2026)

LINDUNG QNA SUMMARY

What is LINDUNG 24 Jam?

LINDUNG 24 Jam, officially known as Skim Kemalangan Bukan Bencana Kerja (SKBBK), is a PERKESO protection scheme designed to provide compensation and social security benefits for employees who suffer eligible accidents outside the course of employment.

Traditionally, PERKESO's Employment Injury Scheme only protected workers against accidents that happened while performing work duties or travelling for work-related purposes. LINDUNG 24 Jam extends protection beyond the workplace by covering qualifying accidents that happen during an employee's personal time.

The objective is to provide additional financial protection and rehabilitation support should an employee experience an accident outside working hours.

What Types of Accidents Are Covered?

The scheme generally provides protection for qualifying non-work-related accidents that occur within Malaysia.

Examples include:

  • Accidents occurring at home
  • Personal road traffic accidents
  • Injuries sustained during sports or recreational activities
  • Accidents during personal daily activities

These situations may qualify for benefits if they satisfy PERKESO's eligibility requirements.

What Is Not Covered?

It is equally important to understand what LINDUNG 24 Jam does not cover.

The scheme generally does not provide benefits for:

  • Work-related accidents (these are covered under PERKESO's Employment Injury Scheme)
  • General illnesses or diseases such as cancer, dengue or heart disease
  • Accidents that occur outside Malaysia
  • Claims that fall outside the scope of PERKESO's eligibility requirements

Many people mistakenly believe LINDUNG 24 Jam functions like a medical insurance policy. In reality, it is a statutory social security scheme that focuses specifically on eligible non-employment-related accidents.

Is Participation Mandatory?

One of the most common questions is whether employees are required to join the scheme.

Malaysian Employees

Under the current implementation, participation is voluntary for Malaysian employees.

Employees who do not wish to remain under the scheme may submit an opt-out declaration in accordance with PERKESO's procedures and within the applicable deadline.

If no valid opt-out declaration is submitted during the prescribed period, participation generally continues based on PERKESO's prevailing requirements.

Foreign Workers

For foreign employees, participation remains compulsory under the current implementation.

Employers should ensure that statutory obligations relating to foreign employees continue to be fulfilled in accordance with PERKESO requirements.

Is the June 2026 Contribution Still Payable?

Although the Government later announced that Malaysian employees could choose whether to remain under the scheme, this change does not automatically cancel contributions that had already become payable when the scheme first came into effect.

Based on PERKESO's guidance, the June 2026 contribution remains payable because the scheme had already commenced during that contribution period.

Employers should therefore ensure that payroll records and statutory deductions are prepared in accordance with the applicable implementation timeline.

Can Employees Opt Out Later?

Many employees believe they can simply opt out at any time in the future. However, this assumption may not be correct.

PERKESO has introduced a formal opt-out process together with a prescribed submission period. Employees who intend to leave the scheme should understand the applicable deadlines before making a decision.

As the scheme involves statutory social security protection, employees are encouraged to evaluate the benefits carefully rather than focusing solely on the monthly contribution amount.

Can Employees Rejoin the Scheme?

Employees who have opted out may be allowed to participate again in the future, subject to PERKESO's procedures and prevailing requirements.

As future participation is governed by PERKESO's administrative process, employees should always verify the latest conditions before assuming they can automatically rejoin the scheme.

PERKESO LINDUNG CONTRIBUTION

Why Should Employees Understand More Than Just the Contribution?

When discussing LINDUNG 24 Jam, many people immediately focus on the monthly deduction from their salary.

However, the contribution amount is only one aspect of the scheme.

Employees should also consider:

  • The financial protection available following an eligible accident.
  • Income replacement during periods of certified medical leave.
  • Rehabilitation support provided by PERKESO.
  • Benefits that may be payable to dependants in the event of a fatal accident.
  • Their existing personal accident or employer-sponsored insurance coverage.

Making an informed decision requires balancing both the cost of participation and the protection offered under the scheme.
